CANADA – Government Updates Global Talent Occupations List

Effective July 2019, Employment and Social Development Canada (ESDC) has updated the Global Talent Occupations List.

What has changed?

  • Engineering managers (NOC 0211) and architecture and science managers (NOC 0212) have been removed from the list;
  • Computer network technicians (NOC 2281) have been added to the list;
  • Wage floors have been updated. For occupations with wage floors, note that employers must offer the hourly wage rate at minimum.

Note that submissions for occupations being removed from the list will be accepted by ESDC until 4 August 2019. Any submission received after this date under category B of the Global Talent Stream will not be processed.


The Global Talent Stream, under the Temporary Foreign Worker Program, gives eligible employers access to a new streamlined process that provides processing of applications in 10 business days by Immigration, Refugees and Citizenship Canada (IRCC) 80 percent of the time, and there is no advertising requirement.

An employer may be eligible for Category A of the Global Talent Stream if:

An employer may be eligible for Category B if they are seeking to hire highly-skilled foreign workers to fill positions in occupations founded on the Global Talent Occupations List.

Employers intending to hire highly-skilled foreign workers through the Global Talent Stream are required to work with ESDC to develop a Labour Market Benefits Plan that demonstrates their commitment to activities that will have lasting, positive impacts on the Canadian labour market.
