SINGAPORE: Lower Quotas for the Construction, Marine Shipyard, and Process Sectors in 2021

Effective 1 January 2021, the S-Pass Sub-Dependency Ratio Ceiling (DRC) for companies in the construction, marine shipyard, and process sectors will be lowered from 20% to 18% . The S-Pass Sub-DRC in these sectors will then be lowered again to 15% from 1 January 2023. The DRC is the percentage of foreign workers (Work Permit or S Pass holders) that a company can hire.

Our Advice

  • In the construction, marine shipyard and process sectors, employers who wish to maintain or increase the foreign national percentage of their workforce beyond current pass expiry will need to either remove S Pass holders or hire more locals.
